High idle, constant acceleration

It was working fine today, but when I turned it off and back on my jeep died (terminals going bad), started it back on and my rpms go straight to 2,750 and sit there while in park, they'll die down a bit to 2,250 but then back up to 2,750. While in gear it sits around 1,250 and goes 5-10mph without touching the gas at all, when braking I feel it fighting to stop and it wants to keep accelerating.

I checked for leaks around the intake manifold and TB and didn't see any. Engine is stock. Jeep is a 1997 with 197,7xx miles. Also just got a remote starter hooked up 2 days ago and has worked fine until this started, it has also been single digits outside.

Any ideas? Any help is appreciated thanks.

Edit: it's a 4.0

definitely sounds like a big vacuum leak at either the intake manifold or something wrong with the IAC
