Default High Idle on cold start

It just began doing this after I cleaned the K&N filter. A new TPS is $220. ! A new IAC is $120 ! Yikes
Could there be a simpler fix? Why would it begin to act up after I cleaned the filter. I didn't over oil it. If anything there is less oil on it now than before. I pulled the IAC and it's clean. The TB is clean.
It only happens when the engine is cold in the morning and more predominantly when it's raining outside.
Any ideas?

Normal for the idle to be higher on a cold start. Where you buying your parts? You're getting ripped off.

My guess is you've got a vaccum line disconnected.

normal cold idle is not 2500 rpm.

Parts quote was from Napa. Canadians do get ripped off for auto parts.

No vacuum leak. This morning it was normal. Might not be tomorrow. It's intermittant depending on how humid it is outside sometimes. It wasn't raining this morning.

Does this only happen on the first cold start of the day, or every start?

Only on the first cold start. It idles normally after it's warmed up after 10 minutes of driving.

I got my Walker TPS and SMP IAC from rockauto for like $120 shipped. They both worked perfect for my 89' and I haven't had any issues.
