High Idle at Cold / Hard Shifting

High Idle at Cold / Hard Shifting
93 XJ, 255000 mi, 4.0l
More often than not, I'm starting with a 2k+ RPM idle that doesn't lower to normal until I drive it for a few minutes.
Then while driving, the transmission doesn't shift until I release the accelerator briefly.
Any guidance would be appreciated.
