Help jeep dies when over 40mph and when i put it into N

So when my heep dies I just put it back into gear and let the clutch out to roll start it back up
When it starts the revs go up anywhere from 2000 to 3000 rpm
I'll pull over shut the jeep off wait 3 mins and start it back up and the revs stay around 1000
Why does it rev up and sty there???

Just my 2 cents here tokelyn i went through my vac lines recently and replaced them all. They are pretty much formed to a specific shape and land where they need to be plugged in. It takes alot of that guess work out. Im far from an expet though. Im still in cruiser's school of jeeps for newbs. Good luck! =)

I'm no expert either bt I do like to learn more and more each day to one day call myself an expert
Ok so I was told to test my fuel pressure
Did this and it's at 38 or 39 with engine idling
Removed the vac hose to the fuel pressure regulator and it didn't move
They say it needs to be 31 psi at idle
And 39 wen vac hose is removed
What should I do next

Here's the Napa numbers for the harnesses.
Renix Vacuum Harnesses
The vacuum harness that attaches to the front of the valve cover and includes the grommet/fitting, and is called the front harness, is Napa part number BK 715-1367
The vacuum harness that is closest to the air cleaner, EGR etc, and is called the rear harness, is Napa part number BK-715-1366.
The tube from the rear of the valve cover to the intake manifold is part number 715-1365.
