(help)have no power to my brake lights

(help)have no power to my brake lights
at first my brake lights would work with the headlights on but then they stopped working ive got .04 volts to the brake lights and about 4 volts at the turning signal light the only thing that works in the back is my drivers side turning signal any help would be greatly appreciated thank you
