Crawl under the XJ, above the driveshaft is where the adjust for the E brake is. Are your cables free or are they rusted solid? Bought my 90 XJ last year with bad E brake cables and shot rear brake shoes. The adjuster took a lot of penetrant before I could get it to turn. I don't think the previous owner ever used it...

i think theres a tensioner spring or something when you take off the rear drum, its on the bottom. it pushes the pads in and out.

ZJROG has it right.

Use some penetrating oil on the threads.
Get a firm grip on the e-brake cable just behund the nut to hold it steady.

Use a box-end wrench (I think its a 13mm or 14mm..can't remember)
Turn nut like you were tightening a bolt.

When any "slack" is gone from the rearward cables.
Climb out, wipe hands and try e-brake.

repeat (if necessary) or until it is where you feel it should be.

I like it to hold solid at just above 3/4 pull
