Help with 2000 XJ Steering Tilt - Very little up/down movement.

Help with 2000 XJ Steering Tilt - Very little up/down movement.
I've searched and searched and have had no luck. I just picked up two 2000 XJs for my son and I. His is a sport, mine is a classic and mine has a 3" suspension lift.
My tilt steering column will only lower about half way down, compared to his. I can't find anything that seems to be obstructing the steering column so I have no idea why it won't go all the way down.
If anyone here has any ideas or advice I would be extremely grateful! Thanks in advance.
