Help with 02 sensor,poor mpg,rough idle

Help with 02 sensor,poor mpg,rough idle
Hello,i posted a short while ago about a spark plug problem,now i have another question.
My car runs rough at idle,stinks of unburnt fuel at the exhaust and gets poor mpg, i got a code 21 on the dash display so i replaced the upstream o2 sensor,unhooked the battery to clear the code and the car ran beautifully for about 15 miles,when it started rough idle and code 21 was thrown up again.
Could the downstream sensor affect the car in this way?
Is it really as simple(and pricey)as replacing both sensors or could something else be causing it before i go and buy another sensor?
