Default Heat selector control ****

When I select heat to go to the floor, dash, or defrost everything works fine. When I select floor-defrost my RPMs fluctuates when I'm sitting at a stop light or if i'm in the parking lot with it still in park. Sorry for the crappy picture.

is the fluctuating idle positively directly related to you selecting the floor/defrost option?

I'd check the lines behind the control. Aside from the AC kickin' on as stated above, a cracked/loose vacuum line at the selector could affect the idle.

Yes it only happens when it is selected to floor-defrost, heat. I havent tried it with the a/c on. Should I try the a/c to see if it does the same?

Ok, so I turned on the A/C and the RPMs fluctuated in every control position(floor- dash, etc).

Compressor is on in 5 selector positions (yellow circles). If refrigerant is low, the compressor will cycle on/off. Compressor on places a load on the motor (rpm drop slightly), compressor off, rpm rises slightly.

it is normal to hear the a/c pump kick on and off if the selector is in any a/c mode whether you have the temp on hot or cold.
the a/c pump also kicks on and off when the selector is on the windshield defrost so the pump gets oiled during the off season (winter).

don't just go out and get a recharge kit to recharge it. if it doesn't need it, you can overcharge it and cause damage.

Ok, so it is normal when you have the heat selected to windshield defrost for the RPMs to fluctuate. The fluctuating RPMs is the A/C pump kicking on and off?

I put it on a/c high, coldest temp and it was cycling about every 6 seconds. I dont think that is normal?
