Heat gauge

My brother has a 95 cherokee classic and he took it in because the heater gauge was not working. They changed the sensor a couple of times but it is still not working and their telling him the gauge cluster needs to be replaced, does this sounds right?
They want to charge him $300.00 to change the gauge cluster on the dash.

Has he tryed greasing the cluster yet? This happens often to people an all they need is a little grease to get it moving

You can get a new gauge cluster from the junk yard for about $20 and only takes 10 or 15 min to install....It is VERY easy to install. $300 is a damn rip off, but then again so is getting charged $800 for a brake job.
