Default Heat and Air problems

1999 Cherokee 4.0 xj
Initial problem is not being able to heat the cab.
Initial finding was a stuck door that was freed and seems to work fine now.
Additional finding is that the air conditioner turns on if heat and air controls are in any position except for the full off position. Air puts out plenty of cold air, probably enough to keep two XJs cold.
Also found that passenger side air bag has been removed.
Heater core in line is hot, out line is not.
No leaks detected. Water pump and thermostat have both been replaced recently. Heater core appears unremarkable.
Any ideas? Any input?
Thanks
Santa
