I am considering purchasing a 1998 xj 4door 2wd that is in pretty good condition, except owner has ripped off the saggy headliner and doesnt have the board anymore (pic below).

any suggestions of best way to cleanly, easily and affordably cover the ceiling of this otherwise good condition jeep? Most posts seem to suggest reupholstering old foam boards, but since I dont have one i wonder if there is a way to get an old one or another material I can use?

Grab another headliner from the junkyard. They are cheap and if your planning to recover the thing anyway then you'll be set!

Re cover is very easy, simply peel old fabric, with a razor blade - scrape all the old foam glue off until your left with the clean residue free shell. Pic a fabric you like (prefer something soft/stretchy). Then lay the new fabric out over the headliner and smooth out any ripples/folds. I use 3M spray adhesive and start by folding half the fabric back over itself exposing the bare headliner to open air. Covering roughly 3 inches at a time from side to side I lay a coating of adhesive on the headliner shell followed by a light spray over the same amount of the folded new fabric. Slowly spread the fabric over the application area taking care to any folds or creases. Repeat the process till your first half is done. Then repeat process to the 2nd half of the headliner/new fabric. Leaving roughly a 2" border of excess material hanging outside the headliner for wrapping the edge. Cutting pie slices into voids for the speakers (newer style headliner* or older model plain speaker bar) and overhead lights you can then wrap the pie cut material and secure that with spray adhesive as well.
