Headlight relay!?
Alright so the headlight switch in my 93 xj went bad again so I decided to do the relay mod.. When I turned my lights on at first they wouldn't turn back off, disconnected power wire to the relay, and they started to work, went for a test drive and low beams looked really dim but my brights are brighter now. I got out and looked at my lights on low and only one light came on, but in brights they both came on..
What am I missing here?!

What relay mod did you use? I guess it is obvious but will say that something is continuing to feed your relay coil preventing it from releasing when the switch is turned off.
It seems that most problems of this nature with headlights result from delayed turn-off circuitry or some existing modification such as addition of driving lights.
There is no reason that adding a relay in and of itself should cause a bulb to burn out.
