We have a 90 Pioneer with tilt steering. The headlights on dim were flickering sometimes in very cold weather but now we are having problems with both bright and dim. We have the 91 engine because things were special ordered and delivery was delayed until late 90, If that maters.
Can anyone tell us if this is typical of the models with tilt, or all, or what?
Can anyone tell us if this is usually the pull switch, or the dimmer in the
blinker/wiper-washer/dimmer Assembly?

The headlight switches do go bad, but I haven't heard of a bad switch causing flickering. Not to say it can't happen, but I've never seen it. Could be a bad switch connector. I'll put a video up of when I had to change mine in my 90... but it could also be a bad connections in any of the wiring. You might need to do some sleuthing and see if anything is loose. But I'd start with checking the headlight connector. The heat tends to melt them over time.

Upgrading the headlight harness is something you should look in to as well.

 

This could also be your culprit.
