what a good cheap brand of headers i can get for my 98 xj an would a high flow cat pass inspections

I assume you have a 4.0. I was told this header is excellent for the money. I don't have enough info on high-flow cats to help you there. Do a Google search. They're universal, so you'll find plenty of info.

they have after market headers and cats. to allow better flow and better sound/ gas millage. check out their site they have recommendations and their almost all 50 states legal

My son is running a pacesetter header on his 92 with no issues (older XJ I know). He got his through summitracing.com

As far as passing inspection it depends on the state but being a 98 it is OBDII so many times as long as the computer is not kicking out a code you should be fine (Indiana I know only plugs into the OBDII port and gets a pass or fail from the computer).

My daughter has a 98 TJ with catback but standard manifold and it passed with flying colors.

That is the exact header I run. Love it and works great...As for a high flow cat it should pass inspection. Your best bet would be to talk to a local muffler shop. Although if you by a flow master high flow it's gonna pass inspection or they couldn't sell them. Remember there are federal laws regulating cats..

OKC, does this header bolt directly to the cat or is a downpipe still needed?
