Will a 91 head fit on a 96 block without issue?

From what I have heard, The casting numbers must be the same...

I have a block out of my 96 that's is destroyed and I have a 91 block that is good can I take my head from my 96 and put it on the 91

Yeah 91-99 swap. The valve cover grommets that hold the cables will be different.

Yes. Deck is the same, intake ports are essentially the same, the #0630 exhaust ports (1996) are slightly smaller than the #7120 (1991) ports, so you won't have any trouble there.

Drop it on and go! Use the 1991 manifold gasket, the head gaskets and valve cover gaskets should be the same.
