Finally got it fixed. I removed the throttle body a second time and re-checked my work. It was still a little dirty so it got a thorough cleaning. I replaced the IAC and TPS. Put it all back together and it tarted right up and ran perfectly. I examined the old IAC afterwards and discovered it was really still very fouled with carbon build up. It appeared to be stuck, I tried everything and couldn't move the plunger in any direction...probably why it ran like crap with that one.
