Girlfriends feet getting cold, HVAC question

Ok, I noticed this last winter since it was colder, but the Girlfriend is starting to complain again.With the engine off:
Down by the passanger feet, there is a plastic grate with a little vaccume canister looking thing attached to it. You can see a little blower motor behind it. The grate has a black square pannel that blocks and unblocks it based on your HVAC settings. Mine is open with any of my hvac settings on (vent, heat, defrost, etc). With my hvac off, it closes it.
I checked a friends jeep (his a 90, mine a 93) and his worked differently. With his engine off, it stays closed on all settings.
Can someone confirm if mine is working correctly, and if it is, why im getting all kinds of cold air through it?

It is supposed to be normally closed and open only on "max AC" to recirculate the cold air. It should not be open any other time.

So my little canister that has the bar that open and closes it is probobly bad? Any other ideas?
edit, could also probobly be the HVAC controls on the dash?
