Default Gauges not working! 97 Sport - Please help!!

I just bought a 97 Cherokee Sport 2wd 4.0L. The instrument panel is giving me problems. All of the lights work...turn signals, lights, seat belt, etc but NONE of the needles are working, they are stuck at zero. When I run the calibration by holding in the trip and turning the switch to on, all of the needles move as they should.

I have replaced both the right and the left wiring harnesses that plug into the rear of the instrument panel. I have replaced all fuses inside and out.

I have read that the airbag control module can cause this issue, but it is missing from under the drivers seat, I'm not sure if it is not present in the vehicle at all or if it has already been relocated due to the recall.

There are also a few loose connectors in the fuse box in the passenger floor. I'm not sure what they go to. Thanks in advance for any help!!

I've been trying to reply to your post but when I go to send it I get a pop up that says my token has expired and everything I wrote was deleted.

Edit: I don't know when the "Token" sudden death timer goes off but I guess I took too long writing my response. When I get done drinking beer I'll try post a reply piece meal.

Sorry, I got sidetracked working on my driver's seat. The bottom frame fell apart and I've been working on fixing it.

~~~~~~~~~~~
I guess the first thing to do is figure out what those loose connections are in the Junction Block. Could you take a picture of the loose connections, or at least describe where they go.
Couple of questions:
Are you getting a CEL?
Using a scanner, are there any fault codes set, or pending? Not all faults will put the CEL on.
Why did you replace the connectors to your instrument cluster? Were they corroded? Where did you get the replacement connectors?
~~~~~~~~

Your ACM will be located under the center floor console. It, and other modules on the CCD Data Bus can affect the CCD Bus. The FSM states that even though the instrument actuator test (the calibration test you did) works properly there could still be a fault on the CCD Data Bus.

~~~~~~~~
You can check the status of your CCD Data Bus using a Digital Voltmeter and an Ohmmeter. This is not a fix for your problem, only a bit of a diagnostic to see if there is a fault on the CCD Bus.
Refer to the schematic below.
Turn the ignition key to RUN, engine off.
Using your Voltmeter -
Read from the DLC pin cavity 3 [CCD (+)] to cavity 4 and/or 5. You should read 2.5 volts.
Read from the DLC pin cavity 11 [CCD (-)] to cavity 4 and/or 5. You should read 2.5 volts.
Turn the ignition key OFF.
Disconnect and stow the battery negative gable.
Using your Ohmmeter -
Read from DLC pin cavity 3 to cavity 11. You should read 120 Ohms.
