My 98 definitely has a 20 gallon tank. Best I've done is 390 miles on one tank, and it took 19.5 gallons to fill afterward. I probably could have cracked 400 if it hadn't been July with the A/C on.

Default 2001 xj stock tank fuel capacity

HERE IS THE PROVEN FACT!
20 gal or 18gal or 16 gal??
i rolled into the gas pump on fumes and looked up “fuel capacity CJ?” So I charged $46 at $2.33 a gallon
which came to 19.74 Gal of Fuel. I filled it up it clicked and cut off at $40.13 about 17.50 gal. I decided I was going to keep clicking the pump until it overfilled. I finally got it to take all 19.74 gal. After forcing the pump to slowly keep clicking and cutting off.
FINAL ANSWER: pump will take 17 Gallons and Shut Off. The tank is 18 gallons with a 2 Gallon overflow.
so just fill 17-18 gallons and if you want to fill TIL it spills, it’s possible to fit 20 gallons if you overfill the tank and fill the over flow. BOOM! I’m smart.

Default 13.5 vs. 20.2 gal fuel tank

Early XJs, can't say for sure what years as I left the dealership in 92, had 20 gallon tanks.

They had, when you ordered them, a 16 or 20 gallon option. The only difference was how far the pickup tube stuck down into the tank.

Great info here. I was scratching my head looking at the parts manual for my 86 XJ that shows THE SAME PART NUMBER for a 20.2 gal tank and a 13.5 gal tank. The 20.2 gal tank has a note that says it requires a different sending unit package. So odd - why didn't they make them all 20.2 gals if they were putting that size tank in anyway?

Most likely to sell it as an optional extra, read extra $$ and sell it as a long range fuel tank.
As Cruiser mentioned , it would be just a longer tube or similar difference, probably at the cost of a few dollars max. 'Savy' money making..
