Gas Guage isn't working

Gas Guage isn't working
My gas guage is way past "F" whenever I fill up, When I'm on "E" the pump says I'm full after filling up 17 gallons. I have a 20 gallon tank so I think the guage might be 3 gallons off. Also, whenever I accellerate or come to an abrupt stop, my needle tends to jump a little bit. Any reasons why this might be occuring? What do I need to fix?
