I've had this problem ever since I bought my jeep the gas gauge won't read anything under quarter tank. I have a 98 Jeep Cherokee 4.0.

 

I've never had this issue, but I know it's possible for the arm inside the tank to get stuck. Over the years, gas can leave deposits on the fuel pump and related components. This can mess with the movement of the float, which gives the gauge its reading. Mine tends to stick periodically, especially in the lower 1/3 portion. I'm waiting for my fuel pump to die before I decide to drop the tank and clean it out.
