Default Fuses and under dash wiring questions

I have a 1990 xj sat outside for 25 years. Spent last year getting it running. All stock. One item still in it is a early 90s fixed mounted cell phone. Original radio that was working few days ago. Had a blown 15A and dome lights came on but no radio.

As I am looking I have two questions. In the picture is a plug i have no idea what it plugs into.
second I have the red wire and I don't know what it is. Could be that cell? Something else?

The red wire is not stock.

For one thing, there are plugs on the harnesses that aren't used on every vehicle.

Secondly, a full on pic of the plug would be helpful for identification purposes.

Full pic? The connector end or further down the wire loom? Asking because I can only see so far as is. Thx

Looks like the wire colors are orange/white, black, and gray. Plus the shape of the connector points to that having been for the emissions maintenance timer that just lit up a light on the dash to remind you to replace the O2 sensor. Probably long since removed and chucked in the trash where it belongs. Tie it out of the way and ignore it.
