So today randomly my fuel pump started to whine. I have a third of a tank. Is it time for a new pump or? You can hear it inside the cab. It makes a buzz sound under the jeep. I was hoping to put off a pump for a while. Did one on my last jeep and it sucked to do

Replacing the fuel pump on a 1990 isn't bad (on later model Xjs, you have to drop the tank so yours is much easier).
The increase in fuel pump noise CAN and often is an indicator that the fuel pump is beginning to fail. I'd keep an "ear" on it. If noise continues to increase, don't wait. Change your pump or you'll be stuck on the side of the road with a stalled vehicle.
Oh almost forgot one thing. Do yourself a favor and don't buy an Airtex fuel pump. In my opinion (and many others), the reliability of these is suspect. But don't take my word for it. A quick search will find you many threads where my opinion is shared by others.

Thank you I have heard of the issues with airtex pumps. My last one sucked because I replaced the tank as well. Getting it to seal was a bear
