fuel pump run on and fuel gauge at negative

Model: Cherokee
Engine: 4.0 HO
fuel pump run on and fuel gauge at negative
I had to replace my ecm. The fuses for the engine mangement and fuse block were also fried. It will run but the gas guage eads at is pinned at 8 oclock with the light on. when i turn it off the feul pump keeps running as well as the gas light and guage are wher they were when running with the light on. I disconnect the fuel pump and the guage stays the same. i disconnect the guage and the fuel pump still ownt shiut off. i replaced the relay for it to no avail.
I see theres a replay for the ballast but cant find it. can some one please tell me wher that is?
Any ideas on this? Ignition switch? this is weird as there seems to have been some kind of power surge to fry both those fuses and ecm.
ps. just ran an meter form the chasis to the connectro that goes to the fuel pump. all test for a circuit ie all grounded...huh?
