Fuel pump replacement

Fuel pump replacement
I put a new fuel pump on my 90 Cherokee Laredo 4.0 a couple of days ago. The old one quite to the point the engine would not run and no pressure at the fuel rail. Replace the pump and filter plus the sock at the filter. Jeep started right up after getting the pressure built up and I ran it around the yard and into the shop.
Went to start it a couple days later and no pressure again. Check for voltage at the connector at the pump and when the key is turned on I see battery voltage for about 4-5 seconds, it drops several points and then goes off.
Turn off the key for 10 seconds or so and back on and I get the same thing. Just don't hear the pump run and get no pressure.
Did I get a bad NEW pump or is something else wrong?
I did take apart my steering column enough to tighten up the top 2 screws and I did have trouble getting it back together right. I ended up with a funny looking flat looking spring and was not sure if it came from the column or was already on the floor.
Can anybody help me?

Pulled the pump and put 12v too it and it will not even try and run. Bad pump I guess. Dang that is an aggravating job to do twice
At least you don't have to drop the tank
