Default Fuel pump noise ungodly pressure in fuel tank

Ok so a bit of a back story. My fuel pump in my 90 started making noise one day when it gets hot after about an hour of driving wheeling. I replaced it with a new unit still kinda noisy but not as bad. So fast forward about a year and a half I'm on a jaunt about 200 miles from home in the middle of the desert and I decide to pull over and I hear the worst fuel pump noise I've ever heard I pulled over because I kept smelling fuel in the cab. I checked for leaks and there was none. So I turned back at the start of the noise. And I was almost empty so I tried to fill up. I opened the cap slowly and it was hissing bad so I just let it vent it quit after about 45 seconds I removed the cap and it took a second or two but it ejacutlated about 1-2 cups of fuel out onto the fuel station. Then as I was fueling it kept clicking off I eventually got about 4 gallons in enough to make it the rest of the way home. I set out home ward fuel smell still coming and going and up hills it would sputter as if it was sucking air from being pressurized. Now I have a few theroies one it's a bad pump I have a new Bosch on the counter ready to go. It could also be a plugged vent line. And I was just thinking that I have the exhaust bobbed just over the axle and it points down torwad the tire but barely hits the tank that may cause some issues. Anything I'm over looking?

It could also be a plugged vent line.
That's where I'd start, with the evap system.

I followed the line from the two valves on top of the tank to the t to the metal line all the way to the engine them to the canister. It's all ok I even applied vauum to it and it didn't build. So I'm rolling out a plugged line. I also too the exhaust off after the cat and am building a side exit. Still builds pressure.

My exhaust is dumped over the axle with no problems. So I would say that isn't the problem personally.

Well it turned out to now be. I think I'll put my pump in this weekend. As the vent lines seem clear.
