Fuel pump fuse STILL blowing.

I've tried everything I can think of and a couple things I read on the forums.
The 30 amp fuse in the engine bay blows whenever it feels like, I thought it was the wiring shorting but I inspected it and the wiring looks fine. I moved all the wiring harnesses around while the car was running and nothing.
I just bought a brand new fuel pump and installed and took it for a test drive and after 10 miles it died again.
What else could it be? ECM? Cps?

Seriously any help at all would be great, i've searched this problem up before and i've tried all solutions and i dont know what else to do. It came to a point the only way i could get home would be to wrap aluminum foil around the next fuse. Whenever it tries to idle it dies and shorts the fuse out. I haven't touched the idle screw or anything and up until now it idles at 750 with no problems....... besides the random dying
