hmmmm 28 psi I can't remember for the life of me what you are supposed to have I guess I am getting old and number are escaping me but I want to say it is like 35 PSI so it isn't a huge difference.
On my waggy I had a bucking problem that was weird also. Not trying to say mine is the same but it would buck and die at times just from a idle. Then sometimes it would start fine and run like a champ then in the middle of driving it would have a feel of like a gear slipping and buck a lil when going like 30 mph. My problem was just a simple unplugging and then plugging back in the CPS. Sounds weird I know what that lil sensor cause all kinds of weird hard to diagnose problems when it is degraded. My jeep has been running like a champ now for 6 month with no further problems!

try to pull the vacuum line off the fuel pressure regulator and see if the pressure goes up. if it does not go up you may need a new regulator. At least that is how you test the regulator on fuel injected fords...

ITS FIXED... for anyone who has this problem here was my solution... on the driverside inside the fender right by the air box there is two black and orange wires that both plug into this ceramic thing. its purpose is to quiet the fuel pump down. they started somtime in 87 to see if thats your problem just wire the two wires togother, befor it would die after about 5 seconds thats becouse after a few seconds it switches to a lower volt i think. hope this helps someone... thanks for all your guys help
