There is a a hatch. If you can see the collar that holds the fuel pump assy. in on the front of the tank up towards the top, the assy. will slide right out! I have had to do this a few times on mine. Someone put a four cylinder fuel pump in it and it would quit working on me at the worst times. Like in the middle of freaking nowhere. The mechanic kept replacing with the same model # and the problem would come back. This mechanic also used only factory parts, NOT CHEAP!! I got sick of the runaround and went to Autozone, bought the entire assy. for $138, took a couple of hours to get it in, and it still works like a champ!! Hope this helps!
the fuel pump IS inside the tank
there IS no access hatch on 96 and previous models, and even then, why would it make a difference when the pump was accessable from underneath.
you don't need to drop the tank, but it is helpful.
ive gotten pretty good at changing fuel pumps because i got about 4 garbage ones from carquest, advance and autozone, before buying a quality bosch unit from napa. and it's possible to do it with the tank still up there, but i woudl reccomend dropping it if you havent done one before, (just easier to align the o-ring and pump and tap the lock ring in place) just get as much gas as you can out of it and don't smoke or make and sparks, you should be allset.

Sorry I didn't see this thread earlier.
You should always check that you have power to the pump before going to the trouble and expense of a change. There is a relay for the fuel pump and it is on the passenger side under the hood at the wheelwell on older Renix era Jeeps, but not sure of the location on newer Jeeps. It may in fact be your problem. Find and check that.
Good Luck.

yeah, thats the first thing i did was check the relay. i checked the power supply on both of the wires that ran to the tank, i believe that one was for the fuel gauge and one was the power supply. both were hot. and i also checked the ground although i highly doubted that was the problem. i guess it could be possible that i got a bad pump
