fuel guage problem

fuel guage problem
got a question for you folks..
i have a 88' cherokee with the 4.0
when i fill it up the gauge only comes to about 3/4 full on the dash, i'll fill it back up when it gets just below a 1/4 on the gauge and it takes about 10 gallons to fill it up. with a 20 gallon tank the gauge is obviously screwy...
how do you know if its in the gauge or if its a float issue? not sure how they actually work so as far i know it could be a bad ground or something.
please enlighten me.
