Fuel Gauge Problem

Fuel Gauge Problem
It seems when i start my jeep my fuel gauge does not want to go up (99 xj). the problem only happens when i fill my tank completely. the only way i can get it to move is if i kill the engine while moving and restarting it. what can it be
