Yeah I was just gonna drive it all week to work and get that gas down, but I figure dropping the tank will be easier, and if I replace the seal, do I just get it at the auto parts store

if it was replaced and pinched it is toast. You can buy the replacement. You might consider replacing the pump too since you are in there. However, if the PO replaced the pump and pinched the seal you may not need it. Ask him if you can.

You have to drop the tank on a 97-01 to remove the pump. The 96 and older have the pump on the front side of the tank.

Yeah that's the stupid part ugh gonna suck, but I have been driving it around trying to get that gas down and I notice that when I up hills or park on hills some gas comes out but not much, so I hope this seal and it being screwed on correctly will stop it

A cap screws on the tank and the seal does not screw on. The seal lays on the tank. I suggest you look at the video I mentioned, if you haven't, and you will see how easy it is to pinch that seal and it will prevent you from doing it also. The PO probably never knew he did it.

I don't know, but I just threw one away the other day. It was brand new too. It will be the same for almost all 97 and later Chrysler products.

The OEM part number is 52018808.

Item 17 in the parts schematic.
