Front window wipers won't shut off!!

My front window wipers wont shut off if I turn the key to the "on" position. When I play with the window wiper switch they will only go faster when I move the switch all the way up, when I move the wiper switch to the off position the wipers stay on as if its on the slow setting. They do shut off when the car is off. As of now I took the fuse out. Anyone know what this could be?

I would say a bad combination switch

Agree. Combo switch is bad. Never priced on for an XJ but for another car it was very expensive. $200-$300. I would just hit a junk yard up or go to a pick and pull. Best bet probably and cheapest route. Good luck.
