When I bought my 98 it had a front eag bumper mounted to it!!! I thought everything was fine and mounted the right way but after I got underneath I noticed the front of the unibody might of been in small fender bender!! The guy welded the bumper on not using any brackets and I wanna get it on there right what should I do????
It was hit, and still needs work imo. The sway bar bracket on the driver side doesnt sppear to be tightened down all the way, the framerail just ahead of it looks like it might be cracked? And the other side still looks like poo. As for the bumper itself, should you leave the framerail as is, take some chalk or scribe a line where the bumper brackets are welded on to the framerails, and the holes, and start drilling holes for bolts. One of the holes on the passenger side doesnt have anything behind it. Id feel better, if it were mine, if every hole had a bolt thru it.
What i see would drive me nuts if were my vehicle.
you can play with grinder cleaning these so called welds, not all the way just to remove material close to the surface then try to lift up truck using this bumper as a lift point, then should see little cracks( if cleaned right) and then wiggle till it breaks off. then you clean it with grinding wheel and paint .
you can also cut it all out and get another front and do nice body work.
another way is to use gouging electrodes, this practice is little more advanced but might be more work efficient, must be careful to not burn through car's body.

I thought about grinding all the welds down enough to where i could raise the bumper and potentially break it free and then go from there and maybe get a diy bumper bracket kit that I’ve see that bolt to the frame and maybe re weld???
im not a big fan of welding , makes it harder to remove, some scenarios is OK it depends on your plans,
it might take some work but you accomplish , no worries
all can be fixed

This. Thin out the welds. Keep a jack load on the bottom of the bumper when you get close to completing the weld grinding. Try to work top-down, one side at a time. Then look around for a junkyard donor and cut off the sections you need to repair yours.
Note: That left sway bar strap appears to be bolted to a rust-exfoliated section and it's pretty much gone. I'd look to weld repair that as well.
Little update finally got around to getting the bumper off. I grounded down the welds and it after wiggling it broke off!!! I got a set of front frame tie in brackets and a better steering box brace and put it all on!! I kept the tires on the ground when I did that steering box brace and it went on with a little fighting but I got it on!!! The thing now is my steering has more play in it than before and my steering wheel isn’t straight when the tires are straight!!! Idk what I possibly could have done. The steering before the the brackets and steering box brace was way better and to add where the steering shaft goes into the box leaked a little while I was positioning the box up to the new brace!!! I had to use longer bolts on the steering box because of the brace like 7/16 by 6 inches!! 5 inch long bolts would of been ideal but Lowe’s or home depot didn’t have them. I’m gonna get the right ones at fastenal tomorrow. I also had to stack some washers on the the bolts so they would grab and torque down. Whatever wreck the Jeep was in before was little worse than expected but the insurance passed the fix with a salvaged title!!!
the steering wheel not being straight ahead when the tyres are should just be an adjustment of the draglink,
loosen the tie-rod collar, and adjust it, it moves just the steering wheel position
An assistant is handy to tell you when the steering wheel is straight, and also to move the steering wheel back and forth, while you examine every part from below for excessive play
