Default Front shock lower mount bolt broke? ideas

So while I was changing my front brakes on my 2001 Cherokee I decided to replace the front shocks. I started on the front lower bolt mounted to the front axle and SNAP it broke right off. So just wondering are these welded bolts and do I have to knock them off like rear shock bolts or is it time to get the tap out? I didn't look because I was trying to get the brake job done and other stuff done quickly. Any suggestions?

Excellent, I was too tired to look at it close and wanted to get the job done. Looks like the ol air hammer is coming out. Just wanted to make sure the nut wasn't molded into into the front housing.
