Are the other switches next to the fog light switch working. Like the rear wiper or the defroster? If non of them are working then your wiring has an issue

Do you have access to a volt meter? You are gonna need one to check if there is power going to the switch and to see if power is going to the lights

Dumb question probably but the bulbs ok? I bought 2 new lamps with bulbs through eBay and the bulbs were junk, they kept blowing my 15a fuse, replaced with good bulbs and success for like 9 months now. Pretty sure my 2000 has 2 relays, will ck tomorrow. As someone else pointed out the switch might be bad too.

IIRC when my fog light switch died in my 98' it was very obvious, pull the switch and inspect it, I'm pretty sure it comes apart to service the bulb.
I found my old switch OE# 05080861AA. You need a small screwdriver with flat blade to unscrew the 2 bulbs. After the bulbs are out, you can bend the 2 tabs back carefully and pull the switch apart. The plastic shuttle that slides back and forth was burnt and melted on mine.
