I just reinstalled some new light on my 98. All I did was remove the grill and reached under the bumper and used a ratcheting wrench to tighten them. it only took about 10 min for each light. And i have some big hands and I had no problem doing it.

You can always loosen the three bolts on each side that hold the bumper on. Then, remove the two towards the front, this will let the bumper pivot downward and it's easy to reach. I had to do this myself and only takes a few minutes more. And, you don't have to completely remove the bumper.

Thanks guys! I was wondering if I would be able to take the grill off and do it through that little bit of space it provides, looks like i'll have to try that!
