I am looking to do the same thing with my '98 XJ. You can get the fogs/switch/wiring kit from a Chrysler dealership, but it's pretty expensive. Or you can pick up the factory fogs from most body shops. There is a OEM switch made by Standard Motor Products/Bluestreak. From what I understand the mounting equipment is there below the bumper. My friend was going to wire mine into the same circuit as the parking lights, but I don't really want to do that. But to answer your question, the wiring is not there from the factory.

I am doing a aftermarket set KC's on my 98 in next couple weeks & it does not have wiring out to bumper that I can find just looking easily. I will pull bumper off when I do it & check better as I will be putting tow hooks on front as well. Will update you on what I find. I do have plug set up behind dummy switch on dash which I will check into also.
