Fog light alignment

So tonight on my way from work it suddenly got very foggy. So I thought sweet I can actually use my factory fog lights I flip the switch and...nothing. I flip it a few more times and notice the edge of the road get brighter but not in front. So I've come to the conclusion that the need to be aligned like headlights but I don't know how to do it. Does anyone here know what I need to do?

They are on top. Should the be level or should I try adjusting them the same as you would headlights. Also one side is super lose like it just flops forward and back, the other is difficult to move so I don't think that one will be a problem.
