Flywheel issue - no start?

Flywheel issue - no start?
99 XJ 4.0L manual died offroading, due to a melted and destroyed CPS. Replacing CPS turned the no-spark issue into a one-spark issue (only spark is to cylinder 4 from distributor), which is where we are now.
The destroyed CPS led me to believe something went wrong in the bell housing. Here's a video showing the flywheel (looking through the CPS hole in top of the bell housing). Of the twelve timing notches, eleven look perfect and one has an obstruction. Can't figure out if it's metal or rock or something, but it's definitely not plastic from the old melted CPS. Check out the obstruction toward the end of the video (1:00-1:25).

Would this cause a no-start? Seems like a minor issue...
Already replaced CPS, pickup sensor, ignition coil, cap, rotor, ECM. Checked all fuses, relays, wiring, grounds, etc. Something is definitely wrong with the flywheel, just not exactly sure how bad or what.

the old CPS was not loose. the bottom is closed and sealed - no viewing hole on this one or anything like that. whatever came in must have come in from the top (the CPS hole).
