I am looking at getting bigger wheel well very cheap, Question is, does the fender flair have to surround the wheel well?
I want to move the rear fender flair (on the xj) up and back but would probably be cutting it to resemble the front (taking an L like shape)

I just want to know if doing so will be illegal?

I heard the law here in Utah is that the flair has to cover a certain percentage of the tire as far as width. As far as front to back I'm not sure. I'd suggest stopping into a state I/M shop and just asking, or, if your not afraid of cops, if you see one not busy stop and talk to them. Most of them are pretty cool if your just asking question's about staying legal. Since your here in Utah you should check out the Northern Utah BS thread, a place to BS and get in on some trail runs.
