If you live in a tire cover state, tj or yj flairs can fit.
There are many write ups on installation.
Search.
Bushwackers and Rustys are a waste of money IMO.
I have both.

I have a 97 and Im running flares off a 94. They will work from early to late years the front end of the flare will need to be trimmed if it is going on a 97 and newer, the factory fender got cut off and not as long on the front end. BUT, if you run any early flares 96 and older, they are full length flares, the 97 and newer are not, the bumper end caps act as the lower flare.
The bolt holes align as well, just use 1/2 bolts with body washers on both sides. I'm running wing nuts, so I can quickly remove the flares while off road.

yes, typically 86-96 cherokee flares will work, but as mentioned, they are different as chrysler made a slight body line change for 97+ years.
pre 97 have squared off body lines and longer front and back, so rough cutting will need to be done.
if you're looking for aesthetics, you want to sick with 97 and up.

Looks are not bad, fit is not bad, yes the body lines on the older 96 and older flares are more square and the 97 and newer are rounded, but I did NO trimming on the flares EXCEPT the lower front and they bolted up and no HUGE gaps between the fender and the flare, just small, but not noticable.
If you run them, you can paint them, or run the bed liner on them. Quick, pretty cheap, and it will keep the po po off you for tire coverage up until you go wider wheels and tires, with of course offset wheels.

no modifications to the flares, just your fenders, good for excessive trimming.
even the side marker light can be hooked up. they look good too.
