Default Fan start/stop and varied idle

Hey all- my fan will start and stop randomly- when idling, while driving and it sounds very rough... any ideas? Maybe they are happening b/c of eachother, but the car is idling rough now too all of the sudden. 99 Jeep Cherokee Classic. Appreciate y'all's help!

with the heat on the fan will kick on and off with the ac compressor cycles it normal

No, regardless of heat/cold air, it does the same thing. The fan keeps stopping at random times.

No, it doesn't. Just drove it around to test it out. Works just fine (idle/no noise) when heat/air is turned off.

the electric fan in mine turns on and off while driving around at low speeds when i have it set to defrost or ac(while the compressor is running) and it also turns on randomly if the temp gets to a certain degree regardless of compressor, whatever temp it is i dont know.

I just unplugged my e fan because of this reason, my jeep has a hard time getting to 200f anyway.
