fan only works on high

Could be fan speed switch. Mine was messed up so i took air controls apart and found the switch had become hot and melted. 15 mins later and a $2 junkyard replacement switch and I was done. Worth a shot.
This is exactly how mine is on my 98. I have gotten 2 different switches from other xjs in junk yards and they still didn't fix it so I just said fine I'll live with it. X3 on what the first guy said haha

If it only works on high, I would be 99% sure it's the resistor. $15 at Napa. Have done dozens of them on Dodge trucks and mini vans, and it always solves the problems, I can't beleive Jeeps would be any different, heck the resistors even look the same.

It is the resister. The three coils in the unit apply varied levels of resistance in the circuit which allows your blower to run at different speeds. The more resistance, the lower the fan speed. High works because it doesn't require any resistance and therefore, essentially bypasses the unit. It is located under your glove box almost directly in the middle of the passenger footwell. There is a trapazoid shaped hole cut into the cowling down there and the business end of the resister goes into it. Only the plug and pigtail show from the footwell side. Two screws hold it in.
It isn't under the steering column but it looks like NME159 was when he took that pic!
I tried to get mine from a local junkyard but they go pretty fast, especially when guys take "a couple extra just in case".
