Factory Trailer lights Plug problem

Factory Trailer lights Plug problem
Hello Cherokeeforum members! I am a new member making my first post.
My Jeep is a 1988 Cherokee Laredo, 4.0, 4x4, automatic transmission. I use it to tow a small fishing boat/trailer. It is equipped with a factory towing package, and has a 7prong plug. I use a 7 to 4 adapter to hook up the trailer.
My Problem: with headlights off- The trailer turn signals and brake lights work. With headlights on- the trailer taillights, brake lights, and passenger side turn signal work. When I try the driver side blinker(with headlights on), it gets bright, but does not blink. Using my multi meter, I traced the problem to the Jeep's plug. It just gets a steady voltage, but not an intermittent supply to cause a blink(only with the headlights on). Everything works as it should on the Jeep itself. Any ideas why this is occurring and how to fix would be greatly appreciated. Thanks
