My xj has no cat on it, and no evidence of one ever being there. Was there such a thing? Were California state service jeeps sold to the state with out cats?

I think it was in the '80s that all vevicles were required to be equipped with a cat. Someone probably straight piped it and got bored of the cab noise.

Every vehicle produced after 1973 was equipped with a cat from the factory, unless specifically designed without one (SRT-4 neon and others). My 89 has a cat, so your 90 probably had one originally also. Technically you can get away with it depending on where you live, but most trail sites will turn you away for it and it is still against the federal law. For me, I just have to have something resembling a cat and a muffler because I'm exempt from emissions from having a vehicle produced prior to '95. I still get a visual inspection for leaks though. I'm sure over there in Cali. there should be a cat on there.

Converters were not required, they were used to achieve emissions numbers. I have a 1977 280Z, 48 state, Regular (leaded) fuel, Non-cat via the emissions decal under the hood. I'll add a pic in a while.
