Extremely weird blower motor wiring...

I purchased a 98 Jeep Cherokee Sport 2 Door the other day. The guy I purchased it from was a complete idiot and I can tell from all of his wiring he 'attempted' to do on the Jeep.
The picture I attached is taken on the passenger side firewall inside the engine bay. It appears that someone did some sort of hack job wiring on the blower motor. That would explain why it's been acting so strange lately.
What it looks like is that someone took the original plug out of the motor, randomly stripped the power wire for no reason, then ran a cable from the blower motor directly to the positive battery terminal with an inline fuse.
After that they ran a wire from the ground terminal on the blower motor directly into the ground terminal on the original OEM plug.
If you check out my notes in the picture you'll see what I mean.
What I want to know is why on earth would someone do this!?
I noticed as soon as I unplugged the wire from the positive battery terminal that the blower motor completely stopped working. I have not yet had a change to fix the wiring and plug the OEM connector back in but I hope that when I do it works like it should.

well... i've done this, once it was -6 outside and i NEEDED heat but i fixed it back afterward um idk why one would do the wiring like THIS but... o well sorry bud
