The ever popular overheating problem

I’m having the same problem on a ‘94 XJ. PO did all the easy cooling bolt on’s. New radiator, pump, fan, thermostat, housing, temp gauge. Still overheats. No oil in coolant, no coolant in oil. It stays close to 210 degrees if i blast the heater.
