Hate to bring this thread back from the WAY dead, but I have this exact same thing going on right now. I'm trying to chase down why my heat won't get hot and what I'm assuming is the Evap solenoid? Is ticking. Related?? I am at a loss. I've flushed the **** out of the system, replaced thermostat, made sure controls and the temp door were working. And still Luke warm at best.
My jeep usually runs between 210 and the next hash, maybe on the next hash if it sits still for too long.
Could it be my water pump? Can the water pump go bad without leaking or making any unusual noises??
Any help or comments greatly appreciated, thanks.

Evap solenoid ticking is normal.
Did you flush the heater core directly? Is the temp on the inlet hose hotter or equal to the outlet hose?
Yeah, water pumps can fail silently. The impellers rot away so they don't move much water. Generally accompanied by overheating.

If you see a temp rise while sitting still, and somewhat lower temp while driving, it may be the mechanical fan clutch is bad.
Make sure you have a serviceable fan shroud installed.
